I can't imagine that Senator Obama could foresee the unprecedented, historical manner in which Republicans would abuse the filibuster when he said that. He was not speaking as a member of a Congress which had spent years of nearly total seizure thanks to a dedicated effort by the minority party to obstruct absolutely everything the President was doing.
Nobody in 2005 predicted just how treasonously ineffective the GOP was destined to become. If only they knew a black man was going to become President, they could have perhaps prepared for it.
