It seems to me though, that the amount of customers in these smaller, rural places would be low, given that they are small and rural. I'd be interested to see some stats on what percentage of Walmart customers come from rural areas vs those nearer the more urban areas.

I'm confused. Who is suggesting that law enforcement serves the highest bidder? Certainly nobody in this thread...
