At least that's what the Iranian gov. maintained since the days of Shah Reza Pahlawi. Besides, there are no people called "Azeri". Its a term that was applied to the Turks of the region by the Russians and Persians. Turks they are, and as Turks they have ruled over Iran for a thousand years.
I too think that 60% is exaggerated, but I also believe that we have a lot of Turks that live in Iran, a very sizable minority.
