Non-violent crimes does not mean "victimless" crimes. If you had said that, I would have probably agreed with you. People shouldn't get jail sentences for taking drugs for instance.
However there are plenty of examples of non-violent crimes which deserve proper punishment in a jail. Fraud (how else should Bernie Madoff be punished?), burglary, even plotting to commit a violent crime are all examples of this.
Yeah, kind of made a mistake with that one. I was thinking about someone taking drugs or something where they're not hurting people, but damage can be done without actually laying a hand on someone.
