No it's not. There where 3 incarnations of the city on the mainland. Meaning there were three seperate cities name tyre. What makes a city seperate? They were not built in the same location. Even your own pic shows that incarnation 2 and incarnation 3 do not share the same foundations, as incarnation 2 is in the foreground of incarnation 3.
Ezekiel's tyre (incarnation 1) was taken down block by block and thrown into the sea to make a bridge between the mainland and the island of tyre by Alexander the Great. As per the prophesy. Nothing was left. Over time that bridge collected sand and has become a causeway. Thus sealing the prophesy of Ezekiel. This city was not rebuilt, rather another city was erected several miles away. That fact that city two was not built on the foundations of city one means these are two seperate cities. Even if they share a name. Further more city 3 was off set of city two making it a completely different city all together.
