I really don't think tax breaks promote marriage and having children. Rather it strengthens marriage and helps raise children better.
Most marriages result in children. Studies show that the less poverty children have growing up the lower their incarceration rate, higher native intelligence, higher educational achievement, etc.
It's more to assist with having more desirable future citizens I would think.
