That's not true. God invented the rainbow to remind him not to flood the Earth again. God needs mnemonic devices to jar his memory because he keeps forgetting what the hell he's done.

People knew that God had a lousy memory and that he would forget what the rainbow was about so when they built the Tower of Babel they waterproofed it.
Since rainbows only appear during sunny days after it rains God has to hurry to pull the drain plugs to drain the rising rainwater. Sometimes he's sleeping and people and animals get drowned in the floodwaters. When it floods at night he's none the wiser.
