What is the difference between paying some extra money to keep white people who live in your neighborhood employed instead of blacks who live in the next neighborhood over and the statement you just made?
You can equivocate and say you are discriminating on based on a persons citizenship or membership in a community and not the color of their skin.....but your discrimination has the exact same effect as if you were discriminating because of their skin color.
So the only counter you have to my statement is a not-so-subtle accusation of racism.
