I would add that Jesus was to fulfil the Mosaic Law which was temporary. It's literal application (e.g circumcision, various food laws) was only for a time (and wasn't meant to last) and was replaced with the spiritual law (circumcision of the heart).
I also don't think it need imply that God 'changes his mind' although I wouldn't have a problem with that anyway. I think it's worded in a way we can relate to.
