I think you're all over-reacting. Clearly, the child had committed some horrific offense (my guess would be Tinkling Without Permission), which obviously merited being bounced around by some authoritarian cunt who outweighs him by a factor of five.

But consider what would happen if old Mrs. Cunty Cunterson didn't have her clearly well thought out policy of roughing up tiny children for no good reason. These self-same children might grow up with some lunatic notions that adults love and care for them, or that the Big People are here to look out for the best interests of the Little People. But thanks to Mrs. Cunterson, we can all sleep soundly in our beds at night, secure in the knowledge that the little 'uns will come to understand that adults are to be hated and feared, and will learn the important life-lesson that they will one day be empowered to punch their own 6 year olds in the mouth for (for example) not finishing their peas.

I for one am perfectly willing to travel to visit Mrs. Cunterson during her suspension and thank her in person. With a brick.
