If he was a deserter, obviously he didn't belong in the military. Soldiers who are not immediately engaged in a combat situation should be allowed to give notice and leave the armed forces, with no penalty beyond perhaps repaying the government an early termination fee. Not only is that the right thing to do when you're waging a war that has very little legitimate value in terms of national defense, but it means that the country will be forced to approach such things with a great deal more sobriety.
