The bottom line is that if the retarded women in that society want to improve their lives they need to wipe out about five million of their crazy men. And if they continue to have problems after that they will have to get rid of some more.
These are women who have experienced hundreds of years of repression at the hands of their men: that sort of ingrained psychological damage is very hard to overcome.
Many also, rightfully, fear being tortured or killed if they even appear to be standing up to the males. It's also very hard for them to organise - something that would be required to achieve what you suggest - when often they're not even allowed out without men about - especially is small villages and tribal societies - which many of these still are.
Finally there's a really big obstacle - many of these men have automatic weapons, whereas the women do not.
