Unfortunately, most indications are suggesting that the issue is worsening. Twitter recently succumbed to pressure and is now filtering out tweets in Pakistan which could be deemed "blasphemous". There have been many attempts to change the blasphemy laws but they tend to end with campaigners being shot dead, such as Salman Taseer.
In addition to this, proponents of the blasphemy law have a sick and twisted perception of reality & the incentive system that their worldview provides them. They essentially hold the belief that killing any blasphemer will secure them a place in heaven. Stay tuned, this is the first part of many & I will be discussing issues that pertain to your question.
