Actually, it can: strictly speaking "he lacks three votes to win" means he doesn't have three votes, meaning he has between zero and whatever number of votes is three less than the current leader. But zero, nothing, is still on that scale.
In this case, atheist means "lack of belief in god," as in "has zero belief in a god."
There. Are you happy now? Are you proud of being intractable and obtuse for no reason? Have you gained anything by stalling the conversation on a ridiculous technicality that, in context, doesn't even exist?
