Yes, the cause always precedes the effect BY DEFINITION. This does not mean the cause is greater than the effect.
Here is another example where the cause is less than the effect. Cause: pushing on a surface with your finger. Effect: power comes from the battery to light up the screen, load an operating system, setup the gui interface, automatically connect to the a network of computers around the world, so the user can post a stupid claim.
