Or involved, apparently. Civil asset forfeiture is a joke - forfeitures are sought far in excess of the severity of the crime (often without a conviction), and are often sought even when the owner is not even alleged to be involved in the alleged criminal activity.

Hence the term "judicial theft." As the line in the Godfather goes, 'one man with a briefcase can steal more than 100 men with guns.'

Trying to figure a way to finish that line with a joke about one man with 100 guns in a briefcase.
