It's the ratio of the pitch vs the width of DNA whcih is 34 angstroms vs 23.7 angstroms. An angstroms is 0.1 nanometer.

Your 34 vs 21 is a measurement done from 1953. When you look at it more closely, things aren't that simple.
Where does it state that this is a ratio? these are clearly measurements...
