For example many religious organizations will offer food and shelter to the poor and homeless while slowly indoctrinating them to the respective faith system.
We only learn to question when we discover things are not always as believed.

Unification and control aren't really two mutually exclusive concepts, rather they go well hand in hand, and religion has been used for this purpose since before christianity was concocted.
