Dawkins is actually formulating quite accurately to get across the point that there is no room for independent agency in nature. Also, the belief that religion "can be educated out of us", whether he endorses it or not, is not inconsistent with determinism. How you've reached that conclusion beats me. It is a typical line of attack only a theist would make to discredit Dawkins.
