Well my guess is that people use it to make it un arguably clear of what time it is they're talking about.
Like in a situation where someone's talking quickly on a radio to someone else PM might have the slight chance of being mistaken for AM and it would just be more clear to say thirteen hundren hours, instead of 1pm.
Little things like this probably make a big difference in life or death situations where communication has to be clear.

It tells us that we’re ready, we’re at home, we’re where we’re supposed to be. Flames don’t intimidate us. What do we do? We control the flame. We control them. We move the flames where we want to. And then we extinguish them.
