Secondly, evil happens when people disobey the perfect God. It's not what God wills to happen, but we do have free-will. Now, a skeptic of any God may say that it is a contradiction (If God knew evil would exist, why did he let it happen?), but the argument breaks apart once you realize that God exist outside of time: Meaning he did not have foreknowledge in the way the Atheist would think, but he is at all times all the time.
I'm not Muslim (Islam is a spider caught in a web of lies), but I hope that answered your question.
