Making a business cheaper by reducing it's taxes is a subsidy whether it's given at the front end or the back end.

Ha Ha Ha. Why would he need employees? Noah did it all himself I don't think you need a building permit for a boat either come to think of it. But I understand why he's not building it on water. Given the least wind, it would sink. It's not a sea worthy design.
