Not even government officials are allowed on that site without special permission. It is so sensitive to foot traffic that when people do visit it, they are required to use special shoes and follow a strict protocol(which I am imagining probably involves walking on their tippy toes)
Nope. Vandalism requires damaging or defacing.

Greenpeace both damaged and defaced the site so it is vandalism. The Peruvian government claims one of the lines was damaged and foot prints were left that will last hundreds if not thousands of years. It was in the CNN article. I even quoted part of it.
