That's already being done, you don't want to believe that because your mind is already made up and you probably hate cops, the very people you would run to when your life is threatened.
To coin a phrase, don't psychoanalyze me.
I don't have to love the police to reasonably expect them to help me. That's their job, for which they are paid thanks to my taxes. If they don't want to do that job (or abide by the laws they are tasked to enforce), they should be looking for some other.
I don't have any kind of problem at all with good cops, except that when they have to choose sides between another cop and that cop's victim, they have a disturbing tendency to look after their own, rather than the ones they should be looking after.
