I don't know whether the words you're putting into his mouth actually apply to him, but I do not blame Islam for the loss of two buildings, I blame Al Qaeda and the US policy of supporting the House of Saud, which was the proximal motivation of the attack. The policy did not justify the attack (and did absolutely nothing to change the situation), but the policy is deeply misguided and bound to incite extremists.
In similar fashion, the loss of two buildings did not justify a full invasion of two countries, or many of the other actions our government has taken in the Middle East. However, you'll find that the majority of the atheists on this forum agree that the US response was unjustified and the Muslim lives lost a terrible and needless tragedy.
Not unpredictable, though. The US is well-known for disproportionate response to attack on its soil, Osama bin Laden was fully aware of what he was bringing down on the Middle East if he succeeded in his attack. It's what he wanted, and it's a shame our government fell for it.
