I don't know exactly what you want me to explain, but here we go again...

* strike [them] upon the necks : means cut the freaking head off .

* [them] is added to explain that it refers to the people that he was just talking about in the sentence before it ..."I will cast terror into the hearts of those who disbelieved"

Its is so bloody easy to understand its meaning when reading it in arabic, maybe thats why i'm having a hard time figuring out what is it that you don't understand .
