It's not really like that - Jews refers to ethnicity and all the practices, but it doesn't mean every Jew engages in all customs. In simple terms however jew simply means that you're physically jewish.

You can completely lack all the DNA markers that come with having descended from Jewish families that kept to their own shtetls and be Jewish due to something called "conversion." It makes you a religious Jew. If you want to put finer points on things, by all means specify that someone is merely a "cultural" Jew, but don't go trying to make it all about physical inheritance.
