Well the government didn't even start handing out marriage certificates to anyone until the early 20th century. Before that it was a private contract or just a ceremony. So it's really hasn't been an issue for the state for all that long.
Does not matter, not even private businesses are allowed to discriminate at every level, otherwise businesses could still have blacks using separate entrances and separate bathrooms.
Since the government DOES they cannot preclude gays from marrying.
