The US certainly didn't win any wars first recently before going to war, and has drifted from one war to another seeking unsuccessfully to win.

If ISIS or some broadly similar islamist movement wins, and I think that is not an improbable outcome, it would be because the Bush administration's Iraq venture, followed by Hillary clinton's ideologue approach to "arab" spring, made sure violent islamism had already won, before ISIS troubled itself to go to war and formalized its win.
