What are the issues with Isaiah 28.10

what do you Jesus is talking about? Precept must be upon precept remember? Read again.

Mark 4
11 And he said unto them, Unto you it is given to know the mystery of the kingdom of God: but unto them that are without, all these things are done in parables:
12 That seeing they may see, and not perceive; and hearing they may hear, and not understand; lest at any time they should be converted, and their sins should be forgiven them

Now compare it to this

Isaiah 28
9 Whom shall he teach knowledge? and whom shall he make to understand doctrine? them that are weaned from the milk, and drawn from the breasts.

Isaiah 28
13 But the word of the Lord was unto them precept upon precept, precept upon precept; line upon line, line upon line; here a little, and there a little; that they might go, and fall backward, and be broken, and snared, and taken.

Repeating yourself isn't necessary. I'm fully aware that you do not know how to read the Bible properly, which is to say in the context each section was written, and not as later Jewish or Christian readers recycled them for their specific agendas. Mark may very well have Isaiah in mind. That doesn't mean he's concerned with the correct understanding of Isaiah.
