If we consider abrahamic faiths there's no reason for God to follow his own rules at all times. Why do so if you're in total control? If we consider the fact that God is at least somewhat similar to people (who were created in His image) and that there were no external reasons to create a world then the only reason why He created it was boredom. Think about it. You had been bored and created a 'strategic game' with some pretty sophisticated A.I. for yourself. You can sympathise with the 'npc's' to some extent and keep the 'game' or get frustrated or bored again and scrap it. Or just leave it alone and create a new one. But there's no reason to bound yourself with the rules.
