I think that most of all what your state of mind tells you is more important. If I was Christian but didn't want to go to churches because I considered faith should be personal and not organized I would not be considered a real Christian by organized religious churches but I would be a Christian if I read the bible and prayed. I think that as long as you believe in Allah and going to heaven you are a Muslim. Obviously if you believe in the god of the bible you are not a Muslim at all, but I don't think you even need to read the whole Quran to be a Muslim.
As for the legality, there isn't a legal status in my country for being religious, you are never asked your religion except for census and it's anonymous, the only way to know is to ask the institution/church you are a part of if you signed up - But in theory, you could even not like Mosques and just like to pray at home. I think you would be Muslim. Why not? I'm using a minimalist definition because it's how it works. If someone believes in Allah they are Musim, no one would disagree with this. Can we argue that they are being careless believers for not reading the whole Quran? MAybe, but that's not up to us
