Well, in the old continent, teens can go to a free "family planning" meeting with a doctor and come out with their pockets full of free condoms.
Also, they sometimes give out condoms in high schools...
I can't say it's 100% effective in preventing teen pregnancies and STDs... but it certainly helps!
