I figured this might be coercion from the Mayans, so I continued and razed a city. Now the other civ, who asked me to attack, things I'm a warmongerer. Now I have a penalty to diplomacy for attacking the guy he wanted to attack, and also he covets my lands despite not even bordering me.
With the Russians they might just be an untrustworthy faction. Their bonus towards military resources could make them aggressive enough to not get along well with others.
I think the AI takes advantage of your weaknesses in some situations. I always found myself being asked by another civ to join them in a war against another, even though I was strong enough to defend I did not have enough military resources to make a solid attack, which does take time to build. I never join in an alliance for war because of that reason. I don't have a dog in that fight.
