It means that they mimic a REACTION from the worm initial action.

No, that's precisely what it doesn't mean.  It isn't mimicking the movements, it's mimicking the operation of the neurons in the worm.  Out of this purely material simulation, the mind and choices of the worm emerge, without being copied.  It is copying the material behavior of the neurons, not the movement.
