The reason people answer that way is because they do not know or their version of faith will not provide them with a good answer.
If you want a answer to this paradox, it can be found in the indivisuals own heart. God calls those who are receptive to His call. That said not all who are called will heed His call. Even so the opportunity is there.
It's like offering coupons for a free steak dinner. Those who have not been given a coupon can not eat the free steak dinner, and you know not everyone in your group of friends will eat steak, so you don't offer it to everyone.. And even among those who eat steak, may not want the coupon.
What is being communicated is that not everyone is willing to eat steak, so why would God force it on them?
