It's like offering coupons for a free steak dinner. Those who have not been given a coupon can not eat the free steak dinner, and you know not everyone in your group of friends will eat steak, so you don't offer it to everyone.. And even among those who eat steak, may not want the coupon.

Not bad, but you missed the part where this god fella throws an almighty tantrum at being rejected and decides to chuck those who 'reject' him into the fire itself.
