Aretas III ruled Damascus from c 84 - 64 BC. Whoever (probably Marcion) compiled this bullshit under the name of "Paul" didn't seem to know much about Judaean history in the first centuries BC and AD. Probably because Marcion was from Sinope in Asia Minor.
2 Corinthians 11:
32 In Damascus the governor under Aretas the king kept the city of the Damascenes' with a garrison, desirous to apprehend me:
33 And through a window in a basket was I let down by the wall, and escaped his hands.
Aretus IV Philopatris, King of the Nabataeans, is the more likely candidate in this incident mentioned by Paul.
Aretas IV ruled from around 9 B.C. to 40 A.D. He was also the father in law to Herod Antipas, (Tetrarch).
