Texas law isn't in agreement with you from what I can see from the link you posted.
I think the only type of organizations in the world who still believe that 9 years old is an acceptable age of consent are religions like Islam and the North American Man/Boy Love association and possibly some cults associated with Christianity.
I have no issue with some ancient guy marrying an underage girl, in a time when organized education systems were less important and when it was customary to have people marry at a very young age, I'm not going to say that guy is evil, it's just that Muhammad lived in a pretty fucked up ancient time and didn't know any better.
The only problem is when Muslims say Muhammad did know better, than everyone else ever in the history and future of the earth, and everyone should see him and everything he did as a great example.
These days education systems, many, MANY places now are more stable and generally better places to live than where Muhammad lived back then and usually the laws around the world do have an age of consent older than the age of 9.
The issue with laws is that ANY law that governs a lot of people is going to cause some bad and some good but the people governing the laws should try and work with the law of averages to make the vast majority of outcomes desirable outcomes.
So if there was a law in place where any guy could marry any girl as long as she had just hit puberty, it might cause be good for some girls, maybe one girl gets married at 9 and lives a happy life and dies at 100, if she hadn't have got married in an alternate universe where the age of consent was 16, she would have been raped by 10 men, or out playing with her friends and got run over by a car, the alternatives are endless.
But on average the best law that most countries have decided on is to have an age of consent over 9 due to birth complications in girls at a very young age, mental maturity, wisdom, perverted old men taking advantage and on average the effects of being kept in education are usually a good thing.
