The Quran says when people are at their most strength, that is when they can get married and at are the age allowable for marriage.  Problem is hadiths simply give the age when a person is baligh mature, but the Quran says matures to the age of most strength.  That means there is an average age when humans reach the most strength, and Islam is saying this the age of marriage.  And this refers to not simply physical strength, but moral and will strength, the strength to live and flourish.  This is probably around 18-20 years of age.
