I wouldn't characterize that as the nature of the interaction. I saw the intern's reaching out as a non-verbal prompt for Acosta to yield the floor which he refused to do. In another context, such as the Q & A period following a lecture, such behavior would have been considered, rude not just to the lecturer, but the rest of the audience as well.
They didn't have a direct quote (attributed to specific people) but I had read an article where some other reporters where said to have been tired of Acosta's grandstanding, and thinking that a press briefing was the Acosta show. I wouldn't have much patience, if someone was asking questions, and not really interested in an answer. Just moving on, to promote their own narrative. I don't think that is the reason for these press conferences.
