Every perjury is a lie, not every lie is a perjury. Every eskimo is human, but not every human is an eskimo.
The fact that perjury is legally punishable does not mean that every other lie is punishable.
Your original claim was that lying is punishable, someone corrected you, then you came up with (bad) examples like perjury and plagiarism. While perjury is lie, perjury is punishable, lying in general isnt. You failed, and still do, to see the difference.
