They are introduced to guns from an early age, so when they leave for the mountains to join with the other militants, they do receive gun training, though that is only to get used to the gun, while our recruits, who have never ever had a gun in their hands, often are inferior shots to the militants, except for our special forces of course, who are more highly trained. Still no. Who is 'we'? You started off saying 2nd Amendment, implying America. Now I'm thinking you're not? Your understanding of american militias, assuming this is what you speak of, is lacking. I can't follow you well enough to comment further.
I don't think you are understanding him. I think he saying that the typical Afghani is a better marksman with a rifle on average because they have lived in a heavy gun culture all of their lives and enter the war a more seasoned marksman than do the average American GI, with special forces exception. I also attest to this as I grew up in an unusual gun culture in the Appalachian mountains and was a far superior marksman than many of my later military friends and policeman. However, American GI's are also trained in how not to get shot, which is an important skill that the Afghanis don't get.
