In a way, racism seems to be as self protection mechanism, so in that sense it can serve a positive purpose, I presume. A group protects it's identity/ uniqueness. We see that everywhere, especially in young adults.
Ethically I think it incumbent on the host group to actively support outsiders. Championing your own culture is without value if you can't value other cultures equally.
