It is called "TAG" for "The Assassination Game". The plot is that it starts out as a harmless college game, where students sign up like spies with fake dossiers of their "target" and their assignment, based on "honor code" rules, is that if you shoot your target with the plastic plunger gun, you win. But the head character is a disturbed college student who had won the game 3 years in a row, loses, but ends up cheating AND replacing his toy gun with a real gun. Actress Linda Hamilton, famous for being Sarah Conner in the Terminator movies was in that.
