Yeah, as c said it's a resident of Birmingham. The etymology is really quite fascinating. It stems from the Old English name of the city, bramwich (or bramwic) ham, meaning "the village where broom is grown". We of the Black Country, especially those of a certain generation, still refer to the place as "Brummagem" or "Brummagen" (soft g as in ginger). The original language is still echoed in the name of the town of West Bromwich (or West Brom, to give it its common name).
At the age of five, Skagra decided emphatically that God did not exist. This revelation tends to make most people in the universe who have it react in one of two ways - with relief or with despair. Only Skagra responded to it by thinking, 'Wait a second. That means there's a situation vacant.'
