You are saying we and the quasar were not 13 billion light years apart 13 billion years ago, rather we were closer and the light has been slowed down during its 13 billion year journey between us?

These are tough questions and I appreciate you trying to answer them. Genesis is a tough book to write. :-)

alright so we know we are not statically placed in the universe as it is ever evolving and changing. if by any change if we are apart of a multiverse but i don't see that being likely. its like the bubble theory we are one of many bubbles floating around and expanding but our bubbles would eventually touch and and bounce off of each other. but yes our time and space is closed off that much we know can we can go from another bubble to another we are forced to stay here. but the if you think about expansion what we see now in space currently is the past and where star formations are. we cannot get a real time view of what stars are going because that would require high powered telescopes beyond what we are currently able to do. that light from a quasar is getting here and you can view it outside or though a lens of a telescope. the reason why its not fast or real time is distance with light. so sun goes up sun goes down we revolve a star. however this is not the case the further away the light time passes by faster when it reaches the target. so when the light and information of the quasar reaches you you can view and see it but chances are it being there if if shifted it would take hundreds to thousands of years to see change its position on earth if we were closer we can see it changing nearly day by day or month to month. time dilation its something else. if you are in a car time passes by faster than the outside. if you park your care time will go by slower. if you are having fun in the care it will go by faster and where if you are bored it goes by slower. lets see if you live in a pent house the higher up you are the faster you age the lower you live the slower you age.
