Yes, 1 in 5 is a higher rate than 1 in 71. Did you read my source? If so, you'd see that "Other sexual violence" has the same victim rates for male and female. The critique is in how "rape" is defined. Obviously, if the definition is biased in a way that the specific act determines what it's called, then of course we'd see a pathetically biased statistic.
