I don't think they're trying to kill anyone; they just don't give a fuck about the "animals" in their cages. It's one of the reasons that they use those "protective" suicide cells as a torture device against those who cause them grief. They are trying to crush anyone who insists on their basic humanity.
We have adopted a "the cops are taking out the trash" attitude, in this country, and so we tend to overlook the abuses in the same way that New Yorkers didn't care that the mafia controlled the trash collection trucks/workers of the city, so long as their cans were empty on the curb in the morning. Quite a bit of propaganda goes into the image most people have of police as the heroes, and people aren't then willing to look closely at the cracks in the edifice we have built.
The horrible conditions of jail are a strong incentive for people to plead Guilty (even if they're not, or not guilty of the overstated charges for a minor crime) just to get out of the psychological pressure-cooker that is the jail. So it serves the system to make jail as horrible as possible, while prison conditions have actually improved greatly in the last 30 years because the Powers that Be have to keep the populations as quiet and complacent as possible in order to warehouse so many for so long. It is still hell on earth in many ways, but much better than jail, and after you've been in jail for months and months, prison starts to look pretty attractive as an escape from those conditions.

Because I find the entire concept of vicarious blood sacrifice atonement to be morally abhorrent, the concept of holding flawed creatures permanently accountable for social misbehaviors and thought crimes to be morally abhorrent, and the concept of calling something "free" when it comes with the strings of subjugation and obedience perhaps the most morally abhorrent of all... and that's without even going into the history of justifying genocide, slavery, rape, misogyny, religious intolerance, and suppression of free speech which has been attributed by your own scriptures to your deity. I want a refund. I would burn happily rather than serve the monster you profess to love.
