Two things out of this story. One, can someone show me the Oklahoma statute where "being high on PCP" is a capital crime which allows the cops to shoot someone on sight?
Second. Listen to the cops in the helicopter. They seem far more concerned with traffic problems than the fact they just witnessed and recorded a murder.
